Second-hand tractors are pre-owned, so there is always a level of uncertainty on the condition. Of course, you can, and should opt for a mechanic to inspect a second-hand machine before you buy.
So, based on your workload and budget, you need to decide which route is best.

Work Requirements
Think about the next 5-10 years.
What kind of workload will the tractor need to handle? Will this tractor support your needs?
If you buy an undersized, less powerful machine, it can be dangerous to use, and likely not fulfill the work requirements. This may immediately make a particular second-hand machine a non-option.
Now on the flip side, if your workload is minimal, that means the tractor won’t be used too often. A second-hand tractor may free you of high maintenance costs and will cost far less than a new model.
A great guideline is to find a second-hand tractor, in good condition, with under 5,000 hours. You will benefit from a lower cost, less wear and tear, less maintenance, and less in repair costs.
Price
A tractor is an investment in a sense --- so the price is very important. Plus, you likely have a strict budget.
Price is only one benefit when compared to a newer model. Also, buying from a private owner could save you money when compared to buying from a dealer. There are also tax benefits to buying second-hand --- check with a tax accountant. You also will not have to absorb the depreciation cost. The initial owner(s) already did.
You may want to purchase a warranty and insurance, so those need to be factored in.

Take the time to list all the features you want in a tractor.
Now, look for a used machine that has them all. You can likely get some of the functions of a new tractor in an older one if it is not too old.
If you find an old tractor, in good shape, at a good price, containing the features you want, buy it.
Quality
When you find a tractor you are interested in buying, make sure to do a full inspection. Note any wear and tear.
Check for noises, leaks, rust, or any other indication of an issue. If need be, hire a skilled tractor mechanic to help you.
Availability
When you buy a used tractor, you can likely take delivery right away, which is not the case with a new one.
If you are in a hurry and need a machine fast --- a second-hand tractor is likely your best option.
Make sure to ask the seller for service records, the number of owners, years owned, and the number of hours it has been used.
